The USAID Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project offers procurement and technical assistance in Kenya to help ensure uninterrupted availability of high quality health commodities, focusing on those to prevent and treat HIV/AIDS and malaria, and to support family planning needs. Our approach emphasizes strengthening the Ministry of Health’s (MOH) stewardship and technical leadership in supply chain management and commodity security. In doing so, we aim to fortify the enabling environment to improve supply chain performance in areas including commodity financing, human resources, governance, leadership, and coordination at all levels.

Our malaria and family planning work initially focuses on select areas: the former in eight western counties which have historically been underserved but have the greatest malaria burden, the latter in three “pilot” counties. Lessons learned will be applied and scaled up to ensure strong supply chains, commodity management and reporting, and procurement systems throughout the country.

These Kenya Supply Chain Systems Strengthening activities fall under a mission-specific task order, which is unique among the project’s current country approaches.

Key activities in Kenya include:

 

  • Assess national supply chain capacity and performance in support of HIV program at national, county, and facility levels, and recommend remedial actions and interventions as needed
  • Support the National Malaria Control Program to institutionalize and sustain commodity security activities
  • Establish and/or strengthen county-level structures and build capacity to oversee supply chain and commodity security systems and services
  • In collaboration with country partners, provide systems strengthening technical assistance to support strategic planning activities related to commodity security
  • Coordinate with Kenya Medical Supplies Agency (KEMSA), a warehousing and distribution agency, at national and county levels to improve systems for logistics data-sharing with our project and MOH programs
  • Work with National Malaria Control Program (NMCP) and Department of Family Health (DFH) for commodity forecasting and supply planning
  • Work with the NMCP and DFH to obtain pharmaceuticals, laboratory products, and other commodities and update the essential medicines list
