Ghana

The USAID Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project supports the Ghanaian Ministry of Health and Ghana Health Services’ efforts to build an integrated and effective national supply chain for HIV/AIDS, malaria, family planning, nutrition-related products, and other health commodities by 2020.

In line with the country’s 5-year Supply Chain Master Plan (SCMP), GHSC-PSM provides technical assistance to the Ministry of Health and Ghana Health Service to implement supply chain reforms to strengthen national systems for health commodities management. This includes support to institutionalize regular forecasting and supply planning; update commodity security and procurement guidelines; and strengthen quality assurance and distribution of health commodities to the last mile.

To reach the goals of the Ministry of Health and Ghana Health Service, we will bring proven private sector tools to the supply chain, such as standardized operating procedures for warehouses and the lean management methodology to streamline workflows.

Note: HIV rapid test kits (RTKs) are also procured through the GHSC-Rapid Test Kits project.

Key activities in Ghana include:
 

• Support the Ghana Health Service in reviewing, revising, and implementing updated supply chain policies for improved reproductive health commodity security, effective implementation of the HIV “Test and Start” strategy, and prompt and effective treatment of 100 percent of confirmed malaria cases in accordance with treatment guidelines by 2020
• Provide technical assistance to establish a logistics management information system, enabling the regular collection and dissemination of data for decision-making and performance monitoring, including an early warning system for stockouts
• Work with the Ghana Health Service, regional management team, and the regional medical store staff in implementing cost-effective transportation options using costing models and optimized route design to improve distribution of health commodities to the last mile of the supply chain at more than 4,000 health facilities across Ghana

The project works with the Global Fund to Fight AIDS, Tuberculosis and Malaria and other USAID projects in Ghana, such as Systems for Health, Evaluate for Health, VectorWorks, and Strengthening the Care Continuum of Care and Resiliency in Northern Ghana to leverage U.S. government funding and promote donor collaboration.
