Technical Assistance (Côte d’Ivoire)

USAID’s Global Health Supply Chain (GHSC) Program includes a portfolio of projects that focuses on health commodity procurement, system strengthening, and technical assistance related to supply chain management and commodity security. The Integrated Health Supply Chain-Technical Assistance (IHSC-TA) Activity in Cote d’Ivoire Task Order, issued under the GHSC Program – Technical Assistance Multi-Award Indefinite Delivery Indefinite Quantity Contract, provides expert technical assistance to strengthen Cote d’Ivoire’s health commodity supply chain while collaborating with multi-level stakeholders to improve the sustainability of the health system.  

Situation and Solution

USAID’s investments in Côte d’Ivoire have significantly improved the availability of HIV/AIDS, malaria, maternal and child health, and family planning (FP) commodities in the country. To usher in the next phase of health commodity security in Côte d’Ivoire, IHSC-TA will further strengthen capacity and empower government leaders to build a sustainable state-of-the-art integrated health supply chain system for reliable delivery of USG-provided health commodities. To achieve this, the Activity will contribute to the following objectives:

Objective 1. Continue to strengthen end-to-end supply chain by improving warehousing, last-mile commodity distribution, and waste management.

Objective 2. Improve supply chain management capacity by engaging institutions in self-assessment; providing training coupled with supportive standard operating procedures, coaching, mentoring and incentives programs; and implementing technologies that empower staff at all levels to improve data quality, commodity security and facilitate remote decision making.

Objective 3. Collect, analyze, and use quality data for planning, decision-making, and problem solving by working with the government and partners to improve infrastructure to increase access to complete and valid data at all levels. 

Expected Results

The vision for IHSC-TA is that in five years the health supply chain system in Côte d’Ivoire will serve as a model in West Africa with end-to-end visibility; public sector applications of best practices from private logistics companies; and a robust, competent workforce led by Ivoirian supply chain champions. The project leaders will employ participatory processes for Ivoirian leaders to assume fiscal and logistical accountability for health commodity security down to the facility level.
