Haiti

The Haitian government, through the Ministry of Public Health and Population (MOH), has long envisioned transforming the multiple partner-managed supply network system into a planned integrated health supply system for reliable and cost-effective distribution of quality affordable medicines. The government and its partners intensified efforts after the 2010 earthquake to establish this integrated national health supply and distribution system (SNADI). The overall goal of SNADI is to enable the MOH to adequately respond to the medicine and technology needs of health institutions at all health system levels.

With the support of USAID and several partners, the MOH has developed a general framework and cost analysis to operationalize SNADI. The USAID Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project will continue this process by continuing to optimize and strengthen the SNADI, while fostering collaboration among the MOH and other supply chain partners.

By supporting the SNADI, GHSC-PSM works closely with the MOH to ensure uninterrupted availability of essential health commodities to save lives and create a brighter future for people in Haiti, particularly in the fight against HIV. To accomplish this major task, GHSC-PSM has three main strategic goals in Haiti:

• Reach the level of efficiency and accuracy in supply chain management that will satisfy our clients and respond to the community needs 
• Work toward the sustainability of our efforts by analyzing our cost/efficiency ratio and creating public-private partnerships with innovative approaches
• Support an optimized, integrated national supply chain led by the government of Haiti but managed by a productive public-private partnership

To reach these goals, GHSC-PSM has adopted the philosophy of “not business as usual” in its activities, a state-of-the-art model for performance excellency and cost efficiency, and the Lean Six Sigma methodology to move toward sustainability. Civil society or private commercial institutions will be initiated within the supply chain management system to build trust with all stakeholders involved in pharmaceuticals to attract more partners, diversify funding sources, and achieve self-sufficiency while responding to patients’ needs.

Note: HIV rapid test kits (RTKs) are also procured through the GHSC-Rapid Test Kits project.

Key activities in Haiti include:

• Support the Ministry of Health in creating the SNADI national supply chain system; strengthen the supply chain for laboratory commodities and improve lab-related best practices in country; and improve coordination of Haiti’s family planning and maternal and child health supply chain
• Provide technical and financial assistance to the MOH’s National AIDS program, Direction of Reproductive Health and National Reference Laboratory to carry out national quantification exercises and develop national supply plans for HIV, reproductive health, family planning, and maternal and child health commodities, as well as review the supply plans for viral load and early infant diagnostic tests
• Support the MOH in the disposal of existing unusable pharmaceutical products
• Manage warehousing and distribution activities for various donors in a world-class, state-of-the-art warehouse facility that meets international norms and enables cost efficiencies with the storage and management of various types of commodities, as a first step toward a long-term transition to a SNADI-led warehouse system
• Assist the MOH in developing a unique electronic logistics management information system (eLMIS) as a component of the national demographic health system in Haiti

Key strategic engagement initiatives in Haiti include:

• Improve public-private partnerships in the management of the SNADI, namely the distribution of commodities using local third party logistics (3PL) companies
• Work with the MOH to advocate at the parliament to introduce  bills that will legally ensure the sustainability of the SNADI, supported by GHSC-PSM
• Continuously seek cost efficiencies by fully integrating supply chain warehousing and distribution activities of all donors, whenever possible
