Nigeria

In Nigeria, the USAID Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project will support the scale-up of HIV/AIDS services across 36 states and the federal capital territory. GHSC-PSM will also support scale-up of malaria services in 11 states and family planning services in 6 states.

GHSC-PSM will initially focus on 32 priority local government areas to achieve full coverage of treatment and care services. Two key tenets of full coverage are: (1) implementing the multi-scripting approach in dispensing three to six months of stock to a patient during a clinic visit and (2) expanding service delivery points to include product supply to community pharmacies. The pharmacies are expected to serve as dispensing points for patients who have been stable on treatment for more than a year.

GHSC-PSM in Nigeria will support the UNAIDS 90-90-90 strategy through the provision of HIV rapid test kits for screening services, as well as procurement of antiretrovirals to treat people with HIV. GHSC-PSM will support the scale-up of viral load testing through the provision of reagents and consumables for testing of all patients who are on treatment and eligible for viral load tests. The project will support the Nigerian government in using optimally placed laboratory equipment for viral load assays and early infant diagnosis testing to monitor the efficacy of treatment and care. The project will also help develop laboratory sample referral networks for viral load, early infant diagnosis, and tuberculosis diagnosis.

To reduce the prevalence of malaria infection, GHSC-PSM will support the provision of long-lasting insecticidal nets (LLINs) for all populations at risk in 11 President’s Malaria Initiative (PMI) focus states, and couple this with an awareness-raising campaign. GHSC-PSM will also support the continuous distribution of LLINs through the four channels of antenatal care visits, Expanded Program on Immunization (EPI) clinics, and community and school-based LLIN distribution.

Note: HIV rapid test kits are also procured through the GHSC-Rapid Test Kits project.

Key activities in Nigeria include:

• Transition the supply chain from parallel to government-led and GHSC-PSM supported. This will improve integration of the supply chain strategy across disease areas, help achieve uninterrupted delivery of commodities, improve data-driven decision-making, and improve visibility of supply chain data.
• Provide technical assistance in strategy and planning, forecasting and supply planning, quality assurance, warehousing and inventory management, transportation and distribution, management information systems, governance and financing, and monitoring and evaluation
• Support the scale-up of HIV/AIDS programs to achieve the UNAIDS 90-90-90 strategy through multi-scripting and revision of the maximum-minimum inventory control system in Nigeria
• Implement targeted local procurement by engaging local service vendors 
• Develop government staff capacity to conduct post-market validation of laboratory commodities, and support the development of a functional National Laboratory Technical Working Group that can provide direction to the government on the logistics management of laboratory commodities
• Improve the use and application of a laboratory management information system through monitoring and support visits and capacity enhancement/development of laboratory personnel
• Design and implement laboratory sample referral networks by engaging all relevant stakeholders
• Support and coordinate national annual review meeting of LLIN continuous distribution systems, and provide technical assistance for forecasting and quantification of LLIN continuous distribution in 11 PMI focus states
